The City Zoning Board of Adjustments and Appeals convened December 2, 2022 at the City Hall Conference Room to act on applications for locational clearance. Mayor John Dalipe presided over the meeting that included several re-appeals on setback issues and applications for Special Use Permit.
 
CPDO Zamboanga joins the USAID Climate Resilience Cities project on its two day workshop on Adopting CDRA in LCCAP at the Palacio Del Sur Marcian Garden Hotel on November 28-29, 2022. The Acting Assistant CPDC presented the City’s profile and CDP Framework. CRC commits to assist the LGU in preparing the CDRA and LCCAP as the CDP and CLUP are set to be updated for the next planning period.
 
 
The International Organization for Migration met with the CPDO Zamboanga to discuss IOM’s ongoing study on climate migration to Zamboanga City. The courtesy meeting last Monday, November 28, 2022 at the CPDO Conference Room included discussions on the assistance that the LGU can provide as IOM proceeds with its data gathering exercises.

CPDO Zamboanga joins the City Accountant and the City Legal Officer at the Sangguniang Panlungsod, November 14, 2022 (morning) for the SP Resolution authorizing the Mayor to enter into an Agreement with DOTR for the aquisition of properties in Mercedes. With a Php1 billion additional fund under the FY 2021 GAA, DOTr is set to download the fund to the LGU as part of aquisition of properties in Mercedes for the New Airport Development Project. The SP unanimously adopted a Resolution authorizing the LCE to enter into an Agreement with DOTr for the utilization of the Php1 Billion fund.

Cpdo Zamboanga participates in the 4th National Simultaneous Earthquake Drill, early today, Thursday, November 10, 2022. Organized by the City Disaster Risk Reduction and Management Office in collaboration with the Office of the Civil Defense and PhiVolcs and other agencies, the NSED is aimed to promote disaster preparedness as well as test the readiness of the different agencies.

CPDO Zamboanga joins a contingent of the Philippine Air Force and the Department of National Defense to make initial inspection of prospective sites for the transfer of the Edwin Andrews Air Base (EAAB). With the aquisition of properties in Mercedes in full swing for the transfer of the Zamboanga International Airport (ZIA), the DND is studying the possibility of moving EAAB near the (proposed) new ZIA.

The City Peace and Order Council Technical Working Group (CPOC – TWG) met again on October 26, 2022 at the City Hall Conference Room to discuss the updates on the formulation of the POPS Plan. The Acting City Planning and Development Coordinator, EnP Ma Luz Agbayani presided over the meeting. The CPOC TWG was established by virtue of EO No. JD 2022 – 072.

The City Planning and Development Coordinator’s office joins the 2nd Semester Executive Field Monitoring Inspection by the Regional Project Monitoring Committee lead by NEDA IX, on Wednesday, November 9, 2022. Among the inspected projects are as follows:

The Energy Efficiency and Conservation Officer convened the focal persons for the Government Energy Management Program (GEMP) on November 16, 2022 at the City Hall Conference Room. The team discussed the mechanism to reach the goal of saving fuel and electricity consumption by 10%.
 
 
CPDO Zamboanga through the CSO Desk concluded the two-day Community Engagement Program for Basic Sectors conducted November 15-16, 2022 at the City Hall Conference Room. Around forty SP Accredited CSOs participated in the session where select representatives were chosen to participate in LGU Ad Hoc Committees.
 

SM Mindpro representatives met with select local officials to workout issues and discuss collaboration opportunities for local development. As the LGU strives to bring back economic vibrancy, employment generators are imperative to stimulate business activities.

The Performance Management Team (PMT) convened November 4, 2022 for its second semester meeting at the City Hall Conference Room. Chaired by the City Administrator and championed by the Mayor, the PMT ensures the proper execution of the Strategic Performance Managment System through the OPCR and the IPCR. The CPDO Zamboanga is the secretariat of the PMT.

CPDO Zamboanga joins the Philippine Statistics Authority (PSA) IX in the search for the next young Statistics Whizzes during the 26th Philippine Statistics Quiz City Wide Elimination. The city elimination was conducted last November 4, 2022 at the Grand Astoria Plaza Hotel. EnP Jayson D Bustamante , Statistician II, of LGU Zamboanga City presided as Chairman of the Board.

The City Zoning Board of Adjustments and Appeals (CZBAA) convened at the City Hall Conference Room on November 3, 2022 to act on appeals for Locational Clearances and Special Use Permits. Headed by the local chief executive, the CZBAA is delegated with the autority to provide variances and exceptions on activities that warrant consideration. The CPDO Zamboanga is the Secretariat of the CZBAA.

CPDO Zamboanga participates in the provincial area consultation for the Zamboanga Peninsula Regional Development Plan 2023-2028 Strategic Framework at the Crystal Ballroom, Grand Astoria Hotel, November 4, 2022. The consultation is arranged by NEDA IX being the RDC IX Secretariat.

The Technical Working Group for the New Zamboanga International Airport Project met on November 3, 2022 at the CEO Conference Room to discuss the progress in the acquisition of lots. The LGU aims to expedite the transfer of P800 million from DOTR in the soonest possible time as negotiations with lot owners continue

The Youth Development Alliance sub-committee on Governance met November 3, 2022 to finalize the reorganization of YDA and finalize the fineprint for the Memorandum of Understanding between the LGU and USAID Opportunity 2.0. The reorganized YDA plans to convene in mid-November to recalibrate its strategy for youth development.
 
 
 
 
 
 
CPDO Zamboanga meets with PSA IX, November 3, 2022, for an initial coordination meeting for the conduct of a Community Based Monitoring System (CBMS). CBMS is a data gathering exercise intended to profile households and barangays on poverty related indicators. The LGU intends to conduct a CBMS in early 2023.

As COVID-19 restrictions are lifted several departments need to recalibrate their respective targets to commensurate to their offices’ capacities under the New Normal.

Orientation on RBME of LGU Infrastructure Projects or RLIP thru the Subaybayan Portal with DILG IX was conducted online at the CPDO Conference Room. RLIP aims to optimize the outcomes expected from the 20% National Tax Allotment (NTA) for LGUs to ensure substantial increase in the effectivity in resource utilization.
The online orientation was attended by officers from the Office of the City Engineer and the Research Evalaution and Statistics Division of the Office of the City Planning and Development Coordinator.

The blended/hybrid meeting was presided by the City Mayor and attended by members from the CLO, CAgri, CEO, BPLO, CHO, OCENR, CVet and CPDO.
The first batch Training on Updating the Barangay Development and Investment Plans concluded Friday, April 22, 2022. Select Barangay Officials attended the 3-day training, which began on April 20, 2022, hosted by the CPDO in coordination with DILG Zamboanga Office.
 
The exercise forms part of the City Government’s thrust in supporting Barangay LGUs in the preparation of plans and programming instruments. The technical assistance provided to Barangay LGUs hopes to increase satisfactory compliance of Barangays on DILG mandated instruments, as well as raise the standard of LGU planning/programming process.
 
The next batch of trainings is scheduled on May 2022.
