Sama Dilauts return to Hongkong in Rio Hondo

Some 240 families from the Sama Dilaut tribe return to their original and permanent home in sitio Hongkong in barangay Rio Hondo, as the National Housing Authority and the City Government unveiled on Tuesday, May 9, their newly-constructed houses on stilts in line with the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) program.

Mayor Beng Climaco, who spearheaded the turnover rites together with NHA District Manager Engr. Al Indanan, expressed elation that the Sama Dilauts are finally back in their permanent and original home since they were displaced by the 2013 siege.

She recounted that the project was realized through representations she made together with District I Cong. Celso Lobregat to former Department of Public Works and Highways (DPWH) Secretary Rogelio Singson at the time when the Z3R project was being conceptualized. The project was originally not included in the Z3R but the concern for the seafaring Sama Dilauts prompted the city officials to lobby for its implementation.

With the 240 houses on stilts turned over yesterday, the total number of houses awarded to beneficiaries now reaches 4,000 out of the more than 6,000 housing units targeted for construction under the Z3R, according to Engr. Indanan.

He said next week, another 566 houses on stilts will be turned over to beneficiaries in Valle Vista Phase II. Ongoing project site is Valle Vista Phase IV with 917 units while the Valle Vista Phase III with 840 housing units, is still due for schedule for project awarding, Indanan stated.

“As of now the completion rate of the Z3R project is 85-90% and we hope to finish the construction of the other projects by the end of June this year, “ he added.

A phase IV in Valle Vista is set to be undertaken as an additional project per request of the Local Inter-Agency Committee (LIAC) to accommodate the siege-affected house sharers, who are considered second priority in the Z3R beneficiary selection.

The turnover ceremony was attended by Rio Hondo barangay officials, Asst. City Social Welfare Officer Dr. Neneng Bayan, representatives from the project contractor and Zamcelco and other concerned agencies. (Sheila Covarrubias)
