The city’s Local Inter-Agency Committee (LIAC) met on July 5 for updates on the remaining projects under the Zamboanga Roadmap to Recovery, Reconstruction, and Rehabilitation (Z3R) Program that are yet to be completed.
This after Mayor John Dalipe directed Executive Assistant Engr. Al Urao of the Housing and Land Management Division (HLMD) to finally put a closure to the Z3R Program before the end of his first term as local chief executive.
Urao led the meeting where the committee discussed in length the yet-to-be completed water and sewer system with pipe support (Package 1) and two sewage treatment plants (Package 2) which were awarded to Verzontal Builders and Mactan Rock Industries, respectively.
The two packages have a combined contract price of Php 527M.
With its dismal completion rate of 20.62%, the LIAC decided to issue a resolution compelling Verzontal Builders to submit a recovery plan signifying the latter’s commitment to complete the project. Failure to submit the said document may result to the termination of the contract.
As for the sewage treatment plants, the committee resolved to assist Mactan Rock Industries in securing approval of its variation plan from the Local Water Utilities Authority (LWUA) in consideration of the contractor’s showing of good faith in the performance of its contractual obligations despite extenuating circumstances affecting their progress.
