A convergence Memorandum of Agreement (MOA) signing ceremony was held on May 5, 2026 at Palacio Del Sur, formalizing a strengthened partnership among national agencies and stakeholders to enhance services for Overseas Filipino Workers (OFWs) and their families.

Mayor Khymer Adan Olaso was among the signatories representing the City Government of Zamboanga.

The agreement was signed by Assistant Secretary Jerome A. Alcantara of the Department of Migrant Workers; Gay Iris TS. Tangcalagan of DMW Regional Office IX; Fe L. Dela Cruz; Mayor Olaso; Director Lenny Joy Jhonson-Rivera of the Department of Health IX; Percival Ramos; Paolo Johann Perez of Philippine Health Insurance Corporation; Aminda Saño; Goldy Luck Omelio; along with representatives from partner agencies and stakeholders across government, health, labor, and civil society sectors, formalizing a unified commitment to strengthen OFW welfare programs and services.

In his message, Mayor Olaso emphasized that no single agency can address the complex needs of migrant workers alone, stressing that collaboration among government institutions, health partners, and civil society is essential in building a more responsive and inclusive support system.

He added that the true impact of the agreement will be reflected in improved services, stronger family support systems, and better opportunities for OFWs and their dependents, reaffirming the City Government’s commitment to complement national programs with local, accessible, and inclusive initiatives.(Sheyn Arambala) (photo credits: Miljohn Mancao)
