City requires biz operators to secure annual SWM certificate

A solid waste management (SWM) certificate is now part of the list of requirements that business owners must comply in order to operate or continue operating within Zamboanga City.

This, after Mayor John Dalipe last Monday issued Executive Order No. JD 2022-008 requiring all establishments to secure the said document annually from the Office of the City Environment and Natural Resources (OCENR).

To obtain an SWM certificate, each establishment must submit a solid waste management plan and program prepared in accordance with the guidelines provided under the city’s own Ten-Year Solid Waste Management Plan.

Attendance to a Solid Waste Management Orientation seminar as well as the payment of the prescribed PHP 300 certificate fee are likewise mandatory.

The latest executive order is complementary to the existing broad-based and comprehensive approach policy of the national government on solid waste management as well as City Ordinance No. 2016-176 creating the Integrated Solid Waste Management System to minimize the generation of solid waste in the city.
