The city government under the administration of Mayor Khymer Olaso will enhance the enforcement of market rules at the main public market through the strict implementation of operating hours, designating entry and exit points and deployment of additional personnel and security.
In a memorandum issued August 22, 2025, Chief of Staff and Executive Secretary to the Mayor, Celso Lobregat directed Public Market Superintendent Ret. Gen. Demy Tejares to strictly enforce market rules effective immediately, as part of the city’s continuing efforts to strengthen the operations, security and revenue collection system of the main public market.
Under the memo, the main entrance will be used for deliveries including fruits, vegetables, as well as pedestrians and motorcycles. The second gate located at Don Pablo Lorenzo Street will be used for fish and chicken products, suppliers of Ping’s Commercial, and pedestrians. The exit point will be the Sunken Garden area.
Lobregat said market operations shall be confined strictly from 4am to 7pm with no deliveries allowed beyond the 7pm cutoff, except for flushing operations. An allowance until 7:30pm will be observed for individuals to exit the premises.
Tejares is also directed to strictly enforce the no overnight stay policy inside the market, with no exception.
To ensure strict enforcement and compliance of the rules, additional police personnel will be deployed at the main market from 4am to 10am. The General Services Office is also tasked to install additional street lights in all gates of the market to further strengthen safety and security.
Meanwhile, Lobregat also directed Tejares to conduct and submit a full inventory and status report of all CCTV cameras installed within the market premises for repair requirements and for budget consideration. (CMO-PIO)
